Overview: This module provides background information on total quality management (TQM)
and decision-making tools for successful implementation of TQM practices. It
breaks down the components of TQM into sub-modules and provides several
simplified models from which to visually understand TQM. Topics include human
resources development, core skills for supervisors and managers, organizational
development, and success assessment trilogies. Most pages provide bullet
lists of key concepts associated with the key elements of the model.

Learning Goals: According to the site, the learning goals are:
# Identify necessary elements for a successful quality management approach.
# Know how they fit together to successfully accomplish quality goals.
# Display the most options, thus helping make the right quality management
choices.
# Learn skills to balance competitive quality strategic planning with daily
operational choices.
# Learn skills to maximize human and organizational resources for daily
productivity demands.
# Learn how to avoid strategies that lead to the "program-of-the-month"
mentality.
# Learn how to keep management commitment for TQM at its highest level.
# Learn how to avoid employee "end-runs" around management during TQM
implementation."

Target Student Population: This module is ideal for introductory or advanced operations management
(OM)courses at either the undergraduate or graduate level. The models and
implementation approaches provide enough depth and scope to engage an advanced
study, while covering the basics for those without a background in OM. Target
is working managers who have a perceived need for a simple model of TQM. It
could be used with Executive MBAs or traditional MBAs.
Prerequisite Knowledge or Skills: This module assumes a moderate level of business knowledge, but provides links
to relevant cursory information in case this knowledge level is not present.
Type of Material: This module is a static website with mainly internal links to supporting
information.
Recommended Uses: An instructor could teach straight off of the website as a class presentation.
The module could also be used to supplement text or case study readings. It
could be used as a supplement to readings on TQM providing an integrative view
of TQM, OD, and HRD concepts.

Technical Requirements: A basic web browser is necessary to view and navigate the website.

Evaluation and Observation

Content Quality

Rating: 3.1 stars
Strengths: This module provides very clear objectives. It covers the objectives well,
provides basic and advanced information on TQM and related topics, and is
current and accurate on the information it provides.
Concerns: The static nature of the site makes it much like a PowerPoint presentation. The
informative context of the module (as opposed to a more interactive one) is
conducive to this type of presentation, though a more exciting format is
possible with a little more work. The site provides no research support or
citations to any body of literature for any of the concepts described nor the
model presented.

Potential Effectiveness as a Teaching Tool

Rating: 3.6 stars
Strengths: This module does an outstanding job of covering TQM and its related topics. The
information is both current and relevant. It has the potential to supplement a
multitude of materials both in Operations Management and in other business
fields. Could be a good discussion starter on connections among TQM programs
and OD change efforts.
Concerns: There are several incomplete sections that are under construction as of 21 May
05. A few areas like organizational development could stand to be fleshed out
more. The lack of underpinnings to the model and concepts limits usefulness.

Ease of Use for Both Students and Faculty

Rating: 3.5 stars
Strengths: The website design is basic and therefore very easy to use. A return to the TQM
homepage is provided at the bottom of every linked page to allow users to
return to the main topic. This helps prevent users from losing themselves in
linked pages.
Concerns: Single links back to the homepage are less effective at smooth information
transitions than running tables of topics on each page.

Any instructor hoping to use this would be required to develop a significant set
of appropriate citations and research support for the concepts presented.


Other Issues and Comments: The site seems to be intentionally simplified in line with stated philosophical
preferences of the author for simple models. Moreover, it seems intended to
inspire purchase of more detailed handouts and/or consulting services from the
author.
