This class provides a broad overview of some of the legal and policy issues separate from agency action. Many of the topics covered in this session derive from common law, customs, ancient doctrine, and the U.S. Constitution.  Topics to be discussed in this Session include public and private rights in the coastal zone, including boundary determination; the Public Trust Doctrine; riparian and littoral rights; and Constitutional issues, including the 5th Amendment Takings Clause
