This site offers "basic guidelines for making effective legibility choices that work for nearly everyone."  They answer the question of "how does impaired vision affect reading?"  Because "impaired vision often makes reading difficult by: Reducing the amount of light that enters the eye, Blurring the retinal image, and Damaging the central portion of the retina best suited to reading, the authors offer suggestions to make the text more "readable."
