This document reviews MERLOT's 15% Solution strategy to recognize and certify active MERLOT members for the accomplishments in contributing to the MERLOT resource library. The document includes the rationale for the 15% solution, an analysis of how MERLOT contributions provide behaviorial indications of academic technology competencies, and it provides the version 1.0 of the Contributors Index. Ways that this index will be used by MERLOT and MERLOT partners is also described.
