This is a QR code. A QR Code is a 2-dimensional barcode, which has encoded in it a URL (web address), text, or other information. It can be read by a QR code scanner, including QR scanner smartphone apps. Once you have an app installed on your smartphone, open the app and hold your phones camera over a QR code to read it. Most QR codes youll come across have a URL encoded, so chances are when you read the QR code it will take you to a web page.

Nice simple set of tips, but presented in an absolute tone - and I'd argue with some of them. The list could serve as a basis for a nice discussion on web design.
As an example, "It is important to remember, though, that most web-based images should be in the GIF format and occupy the least amount of space possible." Why is it so important to use GIF? For color photos, JPEG is often a better choice. The least amount of space is probably a single pixel :-) but there are other important considerations including resolution, color fidelity, "jaggies", and so forth. With the advent of broadband (fewer and fewer people are limited by modems) the sole focus on image size should be lessened.
