The City has a long working relationship with the Labatt Brewery, which employs a great number of Londoners. Recent layoffs have also indicated diminishing returns on this relationship, but they are firm in the belief that losing the brewery would mean disaster for the municipality.
A recent plan to implement bus lanes has cost the city seven years and several million dollars more than planned, and they would prefer to deal with the current situation in a way that minimizes publicity and cost. However, they are also aware that a very vocal contingent of their own citizens are gearing up to sue them, and that the provincial government has taken a dimmer view on their statutory compliance. They find these things disquieting.
