You are a lawyer at the office of the Ontario Attorney General. The Minister of the Environment, having given the order to the City of London and seen it botched, is not tremendously contented at the moment. They have issued a second order under the Environmental Protection Act, calling for both InBev and the City of London to remediate the spills.

They have asked you to review the legislation, specifically the Ontario Water Resources Act and the appropriate sections of the EPA and SARA, and to consider the legal implications of the situation.
