Proposal Summary: Our goals this academic year were to continue our offering of two 4-day Flipped, Hybrid, Online Institutes that incorporates QM Rubric standards, as well as supplement CETL’s current training efforts with Quality Matters workshop grants and CSU CO-hosted QOLT training grants. We want to continue the momentum of exposing faculty, staff and administrators to the Quality Matters peer review program and rubric so that they understand these considerations for online and hybrid course design.
MERLOT II
MERLOT is a collection of free and open online teaching, learning and faculty development services contributed and used by an international education community. The MERLOT collection of open resources spans across a wide variety of disciplines and education levels. What sets MERLOT apart is a combination of peer reviews, member comments, learning exercises and other valuable information and metadata associated with the materials.

Campus Need for Quality Assurance
- Based on our campus' previous ECAR student data, we know Cal State LA's student prefer, and learn better from hybrid/blended courses rather than fully online, or fully face-to-face courses.
- Each year we hope to increase exposure to QM rubric and best practices, particularly among part-time faculty who change year to year, and term to term.
- This year we also wanted need to find ways to acknowledge faculty efforts in learning these best practices.
Proposal Goals Based on Need
- Goal 1 - To offer additional faculty development programming to meet hybrid course redesign needs
- Goal 2 - Offer QM and QOLT workshop grants to facutly to interested in learning online learning best practices
- Goal 3 - Create a certification program and associated marketing to encourage recognition for faculty who take 3 core and 3 elective Moodle and educational technology workshops
- Goal 4 - Increase capacity for QM formal course reviews

Background on Quality Assurance Efforts
Previous QA efforts include the following:
- Over 70 QM workshop grants awarded to Cal State LA faculty (DYBC, DYOC, APPQMR)
- Recruited a faculty fellow who became a QM reviewer and helped share her best practices in her course redesign efforts
- Implemented a Hybrid Course Redesign Program for 3 cohorts of faculty to develop a quality hybrid course to be taught either Fall 2016 or Spring 2017. This programming consisted of 2 face-to-face meetings to revise course learning objectives and develop course module level objectives; completion of QM's DYBC workshop; completion of QM worksheets to plan the course; and adoption of a Moodle template to ensure QM best practices. A total of 45 faculty completed this intensive hybrid development program in the 2015-2016 academic year.

Tasks/Resources Completed Since Summer 2016

- In Fall 2016, Cal State LA offered 104 hybrid course sections and 6 fully online course sections. Many of the hybrid sections, which were offered by 31 different departments, were developed in consultation with CETL through our Hybrid Development Program.
- In Spring 2017, an additional 18 hybrid course sections were offered which were developed through CETL's Hybrid Development Program.
- Dr. Mandy Hillstrom's NTRS 317 was QM certified (Cal State LA's first!)
- CETL Instructional Designers Jeff Suarez-Grant and Maria Fernandez participated in 5 total CSU-system QM course reviews.
- QA lead Beverly Bondad-Brown and CETL Instructional Designer Kyle Hickman completed QM requirements to become certified QM peer reviewers.
- A new workshop, Online Productivity Tools for Collaboration, was developed for faculty
- During Spring 2017, another cohort of 18 faculty completed CETL's Hybrid Development Program, which includes completion of QM's DYBC workshop, and instructional designer consultations.
- A new Road to Hybrid webpage and checklist was created to help faculty develop a quality hybrid/blended course in a self-paced manner.
- CETL Instructional Designer Jeff Suarez-Grant presented at the Online Learning Consortium's Innovate Conference
- A total of 54 faculty have completed CETL's T.E.C.H (Technology-Enhanced Certificate Holder) program.


Successes
- We have our first QM certified course!
- Faculty have begun to see the value of Moodle and Technology programming and have asked for proof of attendancen and/or completion of our TECH program.
- An increase in Hybrid course offerings has helped students and faculty and space constraints.
Ideas/Lessons Learned
- Keep up with the marketing efforts around our programming. We have seen an increase in workshop participation and larger attendance in each workshop
- Offering a Moodle template to faculty who have completed minimum Moodle requirements helps ensure they know how to effectively use it, and understand the value of the template.
- Hybrid development programs must address evaluation of current course objectives, active learning activity planning, and QM best practices. This means more face-to-face meetings, and more instructional designer feedback during the planning stages helps ensure quality development of the hybrid course.
Next Steps for Quality Assurance for 2017 - 2018
- Continue to run CETL Hybrid Development Program
- Contiune to offer QOLT and QM workshop grants to faculty who have completed CETL TECH program
- Pursue QM certification for 3-5 Hybrid/Blended courses
- Begin analyzing data on our QA efforts
- Improve faculty communication and documentation that addresses accessibility and captioning requirements for instructional materials
- Continued professional development for CETL instructional design team
