This presentation, which dates from 2003, provides sound guidelines for creating learning activities/assignments. There is almost nothing that makes it particularly germane for the online environment.
The title gave me the impression that the presentation would discuss integrating Merlot materials into a learning activity. After viewing it, I have the impression that it was more about using Merlot recommended practices and guidelines in developing effective assignments.
