This 159 page module is a part of a course in school leadership in Africa and can be used as a standalone document. What makes it outstanding is that it is complete, is based on research, and gives plenty of examples. It is well written and well-formatted. This document is written specifically for aspiring school administrators in Africa. Although a different target audience could still use the document.
Concerns:
This is a paper. It is well written, has appropriate infographics, and is well formatted. There is, however, no way for the reader to check that they understand the paper. I am sure that in South Africa this is assigned reading for the certificate. In other countries it might best for a teacher workshop with discussion.
Potential Effectiveness as a Teaching Tool

The learning objective was to help teachers get beyond the "end of course" comprehensive exams, and to help them help students to assess their progress throughout the term so that they are learning any mistakes they may be making that they are unaware of. The comprehensive nature of this tool provides a thorough treatment of the topic of assessment.

The website itself provides a plethora of open educational resources for Africa. The document is easy to read. It is easy to download and view. The text is clear, with sufficient negative space in the margins and between the paragraphs so that it is easy on the eyes. Creative Commons: Attribution-Non Commercial Share Alike 2.5
Concerns:
Name of the material includes (Word) in the title, so it was a surprise to see that the downloadable file is a PDF rather than an MS-Word file. This led to a bit of confusion.
