The Digital Competence Framework for Citizen (DigComp) provides a common understanding of digital competence. The publication has two main parts: the integrated DigComp 2.2 framework provides more than 250 new examples of knowledge, skills and attitudes that help citizens engage confidently, critically and safely with digital technologies, and new and emerging ones such as systems driven by artificial intelligence (AI). The framework is also made available following the digital accessibility guidelines, as creating accessible digital resources is an important priority today. The second part of the publication gives a snapshot of the existing reference material for DigComp consolidating previously released publications and references.

The framework is self-contained and flexible in its use, but also links to documents to facilitate its implementation. Those links are acive and are attributed appropriately.

With a plan to reach 80% of the populace, this document is purposely focused at both administrators and educators. The proficiency levels start with foundational knowledge and progress systematically. The framework also explains relationships between concepts. Along with the examples, the workplace and learning scenarios facilitate writing assignment, and provide contexts for academic and career application. A substantial listing of resources available to all EU members provides guidance for instruction, to foster efficient learning for different age groups.

The framework is highly structured, with an introductory diagram to facilitate reading. As such, the framework is easy to navigate independently and needs little technical skill. The table of contents provides an easy way to track the content and move around in the document. The examples and scenario reflect active learning. This document is published in 12 languages with some countries developing their own adaptations.
