Providing an insight into the harvesting and standards available in the context of open access repositories, this open licensed resource (CC BY-SA 3.0) is a textbook module comprised of three units covering various aspects of open access (OA) as it relates to resource discoverability and sharing. It focuses on the concept of harvesting, the open standards like OAI/PMH, and other harvesting tools. It also discusses the importance of open access repositories integration with research administrative system and library services.
Unit 1 describes OA mandates and policies. Unit 2 addresses content management of OA resources, and Unit 3 explains methods of harvesting data across various distributed open repositories for the purpose of integrating OA materials into library services.
The format of the resource is a downloadable pdf in the English language. The work was sponsored by UNESCO and involved curriculum developers, largely from India, with representation from a few other countries, all of which are outside North America. The resource's targeted audience is library/information studies students or working professional librarians, information scientists, archivists, and others who have an interest in collecting and sharing scholarly resources through OA, particularly as a means of establishing more equitable availability of academic scholarship globally.
It is comprised mostly of text but also includes tables and figures. The figures are mainly graphs, diagrams, and screenshots. The material also includes "Check Your Understanding Questions" for user self assessment in some sections. Suggested activities are included at the end of Unit 3.

This resource would probably be most useful as a text for individuals or teams working to develop OA policies and/or practices for institutions or oranizations. Individuals could study the text and then come together to discuss, problem-solve based on their individual or team circumstances, and apply the knowledge to their own OA repository development projects.

- experience with digital collections via libraries or other institutions and organizations
- basic familiarity with standard academic publishing practices
- general understanding of vocabulary associated with subject matter: open access, repository, current acronyms for entities working in this area--which may have changed since this resource was published in 2015
Content Quality

- Strengths:
The learning material includes very detailed, researched information. The models/diagrams promote understanding and support the textual content. The information is effectively written for a global audience. The book provides some great information on open access mandates/policies and OA content management and harvesting and integration.
It is grounded in the discipline, and would be a good resource for a library and information science student or professional who is familiar with Open Access and perhaps writing an OA policy or starting a collection of OA works for their institution. The text is supported by appropriate research with references and further readings to support the text.
- Concerns:
The book has a lot of detail, so it is not as clear and concise as some other resources on this topic. However, it is relatively clear and concise based on its learning objectives and goals. Some of the specific information in this resource seems to be outdated, which makes sense given the speed at which technology has progressed to make open resources more discoverable. Because open resources still tend to be housed in separate institution-specific repositories, having a knowledge of what constitutes effective open access management and the underlying structures that allow resources to be located and shared across global networks remains valid--it is the specific details (acronyms, etc.) which may change. However, the CC license on the book makes it easier to update the text.
Potential Effectiveness as a Teaching Tool

- Strengths:
The book includes learning outcomes for each chapter, along with an introduction that explains its overarching purpose. As part of the library school series, it assumes some prerequisite knowledge. This particular book is more complex than others in the series, so a technical background would be beneficial. The concepts are presented in a logical order, reinforcing them progressively and demonstrating their relationships.
Assignments are integrated throughout the book to assess student learning outcomes, allowing readers to check their progress. Answers are provided for self-learners to verify their responses. The inclusion of “Check Your Understanding” questions helps keep learners on track, while the application project at the end of the third component unit enhances the relevance of the content covered throughout the units.
- Concerns:
The book is fairly effective for learning a lot in a short time. However, it is not the most concise resource, as it is intended to provide a more in-depth discussion of the concepts. Some of the included questions simply require learners to reproduce content from the text rather than demonstrate true understanding. Since this learning material was created, there have been advances in technological architecture for achieving interoperability and discoverability of open access materials—advances that require less technical knowledge from system managers. Learners, particularly those in regions where advanced technology may not be readily available, will still benefit from understanding how these systems work and the key considerations for managers. However, some specific information about tools, standards, and related technologies may have changed and will likely continue to evolve.
Ease of Use for Both Students and Faculty

The pdf format ensures broad usability including the possibility of printing the resource and distributing it as text.
The book is easy to use. There are objectives at the beginning of each chapter providing a clear direction of each unit.The instructions are generally easy to understand and the content progresses logically from section to section.
Although the book is primarily text, there are figures to help illustrate the concepts. There are also activities to help check your knowledge, which provides some interactive elements.
- Concerns:
There were some issues with usability:
- The level of learner engagement could be raised by including more thought-provoking questions at the end of each sub-unit.
- Some of the figures are not of the highest quality. Specifically, I noticed that the several of the figures’ text is blurry.
- The design includes large margins on one side, but these margins are broken when there are text boxes, figures, tables, etc. Therefore, there is an inconsistency in the design.
- The Print PDF was downloaded and checked with Adobe PRO DC Accessibility Checker. Thre were many figures and other elements that erquired alternative text without it.
- Other Issues and Comments:
This material is likely to benefit from frequent updating as work with open access materials increases exponentially worldwide. It is currently an effective capsule of the underlying premises and the historical work to a given point in time (2015). It is a great foundation to build upon, so we hope it is revisited and revised soon to ensure its relevancy and accuracy as advances are made.
