National Framework of EFL for Higher Education in Israel: Linguistic communicative competence – phonological control: Elementry Level - Pronunciation of learned words and phrases can be understood with some effort by native speakers used to dealing with speakers of his/her language group.

Intermediate Level - Pronunciation is generally clear enough to be understood despite a noticeable foreign accent, but conversational partners will need to ask for repetition from time to time.

Upper Intermediate Level - Pronunciation is clearly intelligible even if a foreign accent is sometimes evident and occasional mispronunciations occur.

Educational value of this material: Improving pronunciation can improve communicative effectiveness. Understanding how to make specific sounds and how sounds are similar helps with spelling and decoding (sounding out) unfamiliar words.
