This website is called SMILE-  Science and Math Initiative for Learning Enhancement.  It's kind of like Merlot, but a much smaller data source.  It is a contributed collection website of single-concept lesson plans from teachers all over the U.S.  It is free and not only do they offer the subject of chemistry, but if you click on the homepage link at the bottom of this page, you'll find subjects on Biology, Physics, and Math as well.
