"Because of the significant impact wall and ceiling finishes and furnishings, such as drapes, curtains and decorations, have on flame spread, both state and federal codes and standards contain fairly stringent requirements intended to either inhibit their ignition (in the case, for example, of drapes, curtains and decorations) or control the speed with which flame will travel across their surfaces."  This paper is part of a documentation project of the Minnesota Department of Health and state Fire Marshal.  The materials is targeted at health care but contains relevant material for other occupancies as well.
