Oregon’s community colleges and universities have made great progress in raising awareness and adopting OER. As a result, instructors are using a variety of tools and platforms to create fully open courses that have Creative Commons licenses, giving them permission to be shared.

However, some courses with open licenses that are created in the institutional learning management system (LMS) have technical or logistical barriers that prevent sharing. In other words, colleagues are not able to use the affordances of the open license to do the “5 R’s”: retain, reuse, revise, remix, and redistribute. This is to the detriment of students, because it creates a barrier to easily adopting open courses when faculty have to reinvent the wheel.

These guidelines are recommendations that identify barriers and suggest solutions in order to encourage widely sharing openly licensed courses that are created in an LMS.
