This Policy & Technical Brief presents a practical framework for extending the life of ageing housing complexes, drawing on professional experience and practice-based knowledge developed in Japan. It addresses the interconnected challenge of the "Two Kinds of Ageing": the physical deterioration of buildings and the ageing of residents and management communities. The framework integrates building condition assessment, technical interventions, long-term financial planning, housing governance, consensus building, and community regeneration. The Brief introduces a three-tier planning structure comprising the Long-Term Management Plan, the Life Extension Plan, and the Implementation Level. It also outlines a repeatable process of inspection, planning, decision-making, implementation, evaluation, and record management. Rather than treating demolition and rebuilding as the default response to ageing housing stock, the Brief presents life extension as an important option for consideration. It emphasises locally led adaptation and cooperation among residents, practitioners, researchers, public institutions, and communities. This document is an independent, practice-based synthesis prepared by Shinji Tokita / J-HUA Tachibana Design. It is intended as a resource for policy discussion, professional education, institutional collaboration, and further research. It is not a validated impact study or an official policy statement of any government or international organisation. The Brief is based on the author's two-volume publication series, "Revitalization of Housing Complex-Type Condominiums – Building Life Cycle Extension", and is accompanied by a thematic lecture series comprising 51 sessions.
