When it was founded in 1998, the primary mission of the Virtual College of Texas (VCT) was to facilitate inter-institutional course sharing among the community colleges in Texas, with the goal of providing students with the courses that they needed to complete their degrees. However by 2016, following a number of years of declining enrollments, VCT began to reassess its goals and consider the future. Following input from its Advisory Council and other stakeholders, VCT rebranded itself as the Digital Higher Education Consortium of Texas (DigiTex) and assumed several new initiatives, including that of promoting the creation and adoption of Open Educational Resources (OER) at community colleges throughout the state.
