Wetlands Watch is leading a Pilot Project to develop local government sea level rise retreat policies using land conservation approaches in partnership with an urban land trust, Living River Trust (LRT). This effort seeks to advance nature-based retreat within two existing local government programs: (1) a Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant funded acquisition for open space program in the City of Chesapeake and (2) a resilient zoning ordinance that disincentivizes development in high risk flood zones in the City of Norfolk. Both programs present the same long-term problem: who owns and manages the land once structures are removed?
