August 2016 - This link was corrected. Since traditional faculty peer review forms are no longer sufficient for reviewing on-line courses, this rubric should be helpful to faculty needing support. The rubric is for faculty to use to develop or to peer review on-line courses. It was initially compiled through the Web-Initiative-in-Teaching project (1998-2002) sponsored by the 13 campuses of the University System of Maryland and was later refined through a national Delphi technique (McMahon lead). Participants in the Delphi study are listed at http://www.towson.edu/~mcmahon/peerreview/PeerReviewPilotParticipants.pdf. Marj Ashcraft re-organized and researched the documentation for the rubric which is 14 pages long but is detailed in its list of supportive references and descriptions of each rubric category. Our Delphi process recommended a one page scoring form to simplify the recording of peer review data. It can be found at http://www.towson.edu/~mcmahon/peerreview/PeerReviewScoringForm.pdf. Reviewers have found it helpful in developing high quality on-line courses. Others find that it is generating serious debate on their campuses regarding promotion, tenure, and merit issues for those faculty teaching on-line courses. Special thanks to Drs.
